Right the i.c. is exempt. (Appendix K) The bypass valve is debatable, but
who wants to get nailed for modifications and have to go to the ref to
argue?  Even 1 degree is enough fail timing wise. Thats why I say you got a
cool smog guy. You runnin a stock looking turbo?

The base timing for an 85 XR with 5 speed is 13 deg, I was off by 1 deg.
I don't know if the bypass valve is or is NOT allowed, but I do know
that an intercooler IS. If asked, I would say the valve is part of the
IC installation.

Yes, 14.4 is the air/fuel ratio, BTW 14.7 is stoichemetric, which means
that running slightly RICH has lower smog on the dyno.
