What do you mean by, "if the mix was 14.4"? Is that the air/fuel ratio?

I just passed CA smog. My O2 sensor is getting old and slow so I'm
surprised at how good I did. For info I've:
ported the head with big EX valves
polished the chamber
Cc'd to 54 cc's (8.7:1)
ported manifolds
stock fuel & ignition curves for the 1st 2 load curves
100 k on the block & rings
super coupe intercooler
bypass valve
ignition base "14 deg"

The "tech" said I'd be even cleaner if the mix was 14.4 ( I think it was
something like 14.8 or low 15's). In CA we have the "dyno test under
load". 2057rpm 2073rpm
15mph 25 mph

HC 95 62
CO% .30 .17
