No, there's a pullup resistor on it, so the input will be +5v. Yes, it probably sets a code and uses default value that doesn't change with air charge temperature.

Plus Dan wrote that the ACT does not retard the timing, so if that's the case, there should be no affect whatsoever with it plugged in or not.
